Mumbai: In a major regulatory overhaul across the state's urban mobility sector, the Maharashtra Transport Department has officially commenced a statewide enforcement drive mandating a basic working knowledge of Marathi for commercial drivers. The directive applies strictly to all taxi, auto-rickshaw, and app-based cab aggregator drivers operating in high-density urban corridors, including Mumbai, Pune, Thane, and Nagpur. The initiative follows the formal rollout of the Maharashtra auto taxi Marathi mandatory rule to ensure smooth communication between commuters and commercial operators.

Enforcement Mechanism and Penal Action

Under the statutory framework overseen by Minister Pratap Sarnaik and state transport authorities, regional transport offices (RTOs) have laid down a clear enforcement protocol for non-compliant drivers:

  • Initial Verification Notice: Drivers found lacking working proficiency in Marathi during on-ground RTO inspections will be served a formal 30-day compliance notice.
  • Three-Month Suspension: Failure to demonstrate basic conversational Marathi within the 30-day grace period will result in an immediate three-month suspension of the driver's commercial badge and permit.
  • Permit Cancellation: Continued non-compliance following the suspension period will lead to the permanent cancellation of the public service vehicle (PSV) authorization badge.

105-Day Certification Drive and Driver Outreach

Prior to launching punitive measures, the state government conducted a comprehensive 105-day educational and certification initiative. Over 1.65 lakh commercial drivers successfully completed the government-sponsored language orientation modules and secured formal certification across regional transport circles.

Impact on Aggregators and Union Responses

The enforcement directly affects gig-economy mobility platforms, including Ola and Uber, alongside traditional black-and-yellow taxis and auto-rickshaws. While commuter safety groups have welcomed the standardized communication norms, transport bodies such as the Autorickshaw Drivers and Owner Association Samyukta Kriti Samiti have requested decentralised assessment centers to prevent operational disruptions and safeguard driver livelihoods during the transition phase.
